Exchange 2013  license

Have a question regarding licensing of EOP and office 365 encryption.

 

My environment is as below

1. Exchange server 2013 Std edition role behind a Netscaler.

2. EOP acting as gateway and for message hygiene

3. Office 365 message encryption for  mail encryption.

4. 70 mailboxes of which 40 are used externally and 30 are used internally.

 

My question is

  • If I purchase 1 standard edition server License  and 70 Enterprise edition CAL do I need to again procure  subscriptions for  EOP and office 365 encryption.
  • Do I need CAL for mailboxes which I use internally like my room mailboxes and not accessed by a user.
